servants, except that, if they have served for a period of fifteen years or upwards, they may be permitted to retire at fifty instead of at fifty-five; though, if they do so, they are only credited, unless invalided, with a tropical allowance of three years instead of the customary five years.

In this connection a comparison with the conditions of the nursing sisters in Ceylon shows that much more favourable conditions obtain there as regards pensions. In Ceylon the actual salaries of Nursing Sisters and Matrons are somewhat lower than in Hong Kong; but on the other hand they are granted diet allowance which is pensionable, and they are also allowed to reckon the grant of free quarters as pensionable up to a maximum of one-sixth of nominal salary.

There is one other respect in which the European Nursing Staff in Ceylon is treated more favourably than in Hong Kong, namely, that a Matron or Sister is allowed to retire after 20 years' service, with tropical allowance of 5 years, even though she may not have attained the age of

50 years.

To give effect to the proposals referred to in paragraph 1, which have been approved in principle by the Legislative Council, an amendment of the Pension Minute is required, and I enclose, for your consideration, a draft amendment which has the approval of the Executive Council. It will be seen that the 3rd and 4th sub-paragraphs of the draft retain the existing provisions, which would continue to apply to nurses other than European Matrons and Nursing
